In evaluating the measurement consider that:
1. Better a slightly large hat than a tight one; with a small thickness or a small inner seam it is easy to shrink it.
2. If you have a lot of hair you will have a higher tolerance; hair acts as a natural "shock absorber."
3. If you have shaved hair or are bald, you will have to be more careful in calculating your size and have less tolerance, you can go from feeling "tight" to "wide" in a few millimeters.
